Emergency Response Training

.Reducing Civilian Casualties in Conflict Zones

Goldskylines LLC has developed and deployed a community-based emergency response training program in Maiduguri, Borno State, designed to reduce civilian casualties during terrorist attacks by groups such as Boko Haram and ISWAP.

This program equips communities with practical, life-saving skills to respond effectively during active shooter incidents and mass-casualty events—particularly within the critical first minutes before external security or medical support arrives.

Who We Are

The Challenge

Communities across northeastern Nigeria face persistent threats from insurgent attacks characterized by:

  • Sudden armed assaults on civilian populations

  • Limited early warning systems

  • High-density environments (markets, schools, places of worship)

  • Delayed emergency response due to infrastructure constraints

In many cases, lack of preparedness significantly increases casualties.

Our Solution

Goldskylines delivers a structured, field-informed training program that builds community-level resilience and response capacity.

The program focuses on:

  • Threat Recognition
Identifying early warning signs and understanding attack patterns

  • Immediate Survival Response
Practical “Run, Hide, Move” techniques adapted to local terrain

  • Casualty Care
Basic trauma response, including bleeding control and stabilization

  • Community Coordination
Organizing roles, communication, and evacuation during crises

  • Scenario-Based Drills
Realistic simulations based on attack patterns observed in Borno State

Field-Tested in Maiduguri

Goldskylines has successfully conducted a pilot training program in Maiduguri, working directly with local communities to test and refine:

  • Training methodology

  • Scenario-based response models

  • Community engagement approaches

The pilot demonstrated strong participation, improved awareness, and measurable increases in response readiness.

Operational Approach

Our model is designed for high-risk, low-resource environments and is:

  • Scalable across multiple communities

  • Adaptable to different terrain and threat environments

  • Practical, focusing on immediate survival rather than theory

  • Community-led, ensuring sustainability beyond initial training

Impact

The program aims to:

  • Reduce civilian casualties during attacks

  • Improve immediate response during the first critical minutes

  • Strengthen community resilience and coordination

  • Build long-term local capacity for crisis response
